Description

The site extends to approximately 9.44 acres (3.82 hectares). The site is allocated within the Adopted Nuneaton and Bedworth Borough Plan and benefits from a resolution to grant outline planning permission subject to the completion of a section 106 agreement. A greenfield site currently in agricultural use with defined hedgerow boundaries. A public right of way runs partially along the south east boundary before going south onto neighbouring land. The embanked railway line runs along the south western boundary. The site abuts the existing houses on the north eastern boundary (Leyland road, Bulkington) and is a logical extension to the town between the existing housing and the railway line. The allocation of HSG8 means that the land to the northwest and southwest of the site is being developed by Redrow Homes (north - ‘Arden Fields’ 89 units ref: 038375) and Vistry Homes (south 149 units ref: 038144). The masterplan and section 106 provide for connectivity between the site and the Vistry site to the south east.

Location

The site lies to the south west of the village of Bulkington, within the Borough of Nuneaton and Bedworth. Bulkington is situated north of Coventry (8 miles) and south of Nuneaton (4 miles) with excellent transport connections to the West Midlands area and beyond via the M6 motorway (junc. 2). Local Amenities include; a Co-Op, doctors surgery, dentist, pubs and sports and social club. The village is served by Arden Forest Infant School (Ofsted Good) and St James CofE Academy (Ofsted Good). Bedworth town is within 2 miles of the site with town centre shopping and a railway station.

Adopted Plan

Nuneaton and Bedworth Borough Council (NBBC) adopted ‘The Borough Plan 2011- 2031’ on 11th June 2019. On adoption the site was removed from the Green Belt. The site is within allocation HSG8 ‘West of Bulkington’. The site 'Concept Plan' was adopted on 16th July 2020.

Planning

The outline planning application (ref: 039111) was submitted by Rosconn Strategic Land on the 9th August 2022 for development of up 95 dwellings with access (all other matters reserved) and associated infrastructure including demolition of 7A Leyland Road. NBBC Planning Committee resolved to grant planning permission on 26th June 2023, subject to the completion of the section 106 agreement. The section 106 is agreed and following completion a decision notice is expected. The draft s106 and schedule of contributions is available in the dataroom. The development will deliver 25% Affordable Housing.

Access

The Access is approved as part of the outline planning application. The vehicular access to the site will be off Leyland road via the demolition of the Detached Bungalow; 7A Leyland road. The Detached Bungalow has a total floor area of 73 sq. m, EPC E and constructed in mid 1990s. Connectivity between the site and land to the south east (Vistry) is provided for in the section 106.

Community Infrastructure Levy

On the 26th May 2021 NBBC resolved not to submit a CIL charging schedule to the Secretary of State. The development does not therefore attract a CIL charge.

Easements Wayleaves and rights of way

A Public footpath runs from Leyland road along the south eastern boundary before crossing south into neighbouring land. The land is offered subject to and with the benefit of all existing rights of way, wayleaves and easements.
